Kurt Farrugia brings extensive leadership experience across government, economic development and public administration. Appointed Chief Executive Officer of Residenza Malta in July 2026, he leads the agency’s mission to attract international talent and investment that contribute to Malta’s economic and social development. Previously, Kurt served as Chief Executive Officer of Malta Enterprise, where he supported investment attraction, business growth and the development of Malta’s start-up ecosystem. He subsequently led Transport Malta, overseeing strategic initiatives across land transport, maritime and aviation. Earlier in his career, he served as Head of Government Communications and spokesperson to the Prime Minister.

Bernice Buttigieg
Chief Strategy Officer & Secretary to the Board - FinanceMalta

Dr Bernice Buttigieg brings extensive experience in financial services, legal affairs and strategic leadership. At FinanceMalta, she helps shape the organisation’s strategic direction, strengthen industry collaboration and promote Malta internationally as a financial centre. Since joining FinanceMalta in 2008, Bernice has held responsibilities across administration, technical and legal affairs, before becoming Chief Strategy Officer and Secretary to the Board in 2023. Her work supports engagement across key sectors, including asset management, insurance, banking and sustainable finance. Bernice holds bachelor’s and master’s degrees in law from the University of Malta and has contributed to postgraduate teaching on financial services topics. Her career also includes serving as Secretary General of the Institute of Financial Services Practitioners and the Malta Branch of the International Fiscal Association.

Roderick Cutajar brings extensive experience in investment migration, business leadership and international relocation. As Co-Founder and Chief Executive Officer of immVest International, he supports individuals, families and entrepreneurs exploring residency and citizenship opportunities through investment. Roderick previously served as Chief Executive Officer of the Malta Residency Visa Agency, now Residency Malta Agency, from 2016 to 2019. He helped establish and lead the organisation, gaining direct experience in government residency programme administration and engagement with international investors. His professional background also includes real estate advisory and management consultancy. He holds an MSc in Human Resources Management and Development from the University of Leicester and is a Fellow and certified member of the Investment Migration Council.

Ian Meli
Deputy Head - Malta Financial Services Authority

Ian Meli leads Investment Services Supervision at the Malta Financial Services Authority (MFSA), having been appointed in January 2025. His remit includes oversight of investment firms, fund managers and collective investment schemes, with a focus on regulatory compliance, governance and risk management. Since joining the MFSA in 2011, Ian has progressed through several supervisory roles, becoming Deputy Head in 2019. His experience includes developing regulatory policy, conducting investigations involving asset management and investment firms, and representing the Authority in European Securities and Markets Authority working groups. Ian holds an honours degree in Banking and Finance and a master’s degree in Financial Services from the University of Malta, complemented by an Advanced Diploma in Fund Administration from the University of Manchester.

Joseph Agius
Senior Technical Advisor - Malta Financial Services Authority

Joseph J. Agius brings more than four decades of experience across banking, investment services and financial regulation. He currently serves as Senior Technical Advisor within Investment Services Supervision at the Malta Financial Services Authority (MFSA). Joseph began his financial services career at Mid-Med Bank in 1978, progressing through retail banking, credit analysis and merchant banking. He subsequently held senior positions within the HSBC Group, with responsibilities spanning investment management, fund administration and custody services. He joined the MFSA in 2014 as Deputy Director of Securities and Markets, overseeing investment firms and funds and leading investigations that resulted in enforcement action. He later served as Head of Financial Stability before returning to investment services supervision in his current advisory role.

Chris is a Fellow of the Institute of Chartered Accountants of England and Wales (ICAEW) having qualified as a Chartered Accountant in 1989, he is also a fellow of the Malta Institute of Accountants (MIA) and a member of the Malta Institute of Taxation (MIT).

Chris retired from EY Malta as a Partner in June 2024 after 24 years of heading the tax practice there and currently is a self-employed consultant. Throughout his career which includes a further 15 years with another Big Four firm both in the UK, the Channel Islands and Malta he has sat on many committees including the Education Committee of the MIA where he was also an examiner for several years. He has been on the Council of the Institute of Financial Servies Practitioners (IFSP) for over 20 years and is a past President of the Institute and a former Governor of Finance Malta. Chris has also sat of the Taxation Committee of the IFSP for many years. He also sits on the tax working group of the Malta Chamber of Commerce and Enterprise. Chris currently also Chairs the Corporate Services Group sub-committee of the MIA.
Chris has been the contact member for the ICAEW in Malta for the past ten years. His main hobbies are reading up on history and trekking.
